This is a total guess but I'd say by the sound of the lyrics it could be Chas and Dave who had a few hits with Tottenham. Did Graham Rix ever play for Spurs? I can't remember now...

No definately not chas n dave but thanks anyway. I believe it to be more of an indie band

Think I've got your answer but it's a different Rix to the one you were thinking of... it just has to be Brian Rix by The Brilliant Corners.
