they hit them with a small hammer and if a hole appears within 6" of safety point i think this is a failure??

i may be wrong but perhaps someone can comfirm??
I think it depends on the car, if it is a structural part of the car, any rust on sill will fail an MOT
why dont you put some underseal on them.
Underseal isn't resistant enough to small hammers.
Any corrosion within 30cm of a structural point will fail an mot.
And a rust hole outside of this area which is big enough to get your finger in will fail as well.
