Our local Council in their wisdom have decided to put in at least 4 electric charging points in the small car park at the local Community Centre. If when using the Centre are you allowed to use these spaces or do they sit empty awaiting someone to charge up their car

Perhaps you could ask the Council or someone at the Community Centre.
they sit empty.
Why ask AB? Ask those who run the car park. Your post is vague about the number of charging points (at least 4) and how many ordinary spaces. If you don't agree with their actions you should really tell them, not us.
Of course you can't park blocking a charging point.

Would it be acceptable for me to park my car by a fuel pump?
Fuel pumps aren't normally in a car park, though. I read a day or two ago that a motorist got a fine for overstaying in a car park. He admitted that he did overstay but that was only because the electric charger was so very slow.

I think, but not 100% sure, that every public car park must allocate a percentage of bays to electric charging.
There may be a notice nearby explaining their use. Otherwise as they are there- use them.
If they charge 70p per Kwh they will remain empty for most of the time.
Easiest way to get around the problem of running low in an EV is to carry a petrol generator in the boot.
..or a cordless extension lead:-)
:-)
Our local council in their wisdom installed one charging point in our small town car park (which is free, long or short stay) and there is no charge for its use. Unsurprisingly some members of the community complained so they have now installed a “donations” box beside it! However, like many others across the country it now has an “Out of Order” sign on it.
