in north carolina i have seen cars with no wings, bumper or bonnet on so its not a very good MOT if they do have one :)

When I was living in California (30 years ago) you had to get the car checked for exhaust emissions but there was no check on the actual roadworthiness of the car.

It may have changed since then.
