Replace the wiper motor. It's naffed.

Seems to be a weak point on GM wiper motors. Had the same problem myself on an Astra and a Vectra. Both times I was lucky enough to have the motor go wonky under warranty.

My local motorfactor now stocks generic wiper motors to fit these models which hopefully are more reliable than the original GM parts, fitting them yourself can be a tad fiddly but take your time and it is entirely do-able without special tools.
