a while ago i said i heard that you could not get a parking ticket if the attendant had not put it on your car i:e: you drove off in the process of him writing it out and everyone who replied on here said that was rubbish
in today news (bbc on line news)i read this so seems i was right

They will also be able to issue a penalty even when a motorist has driven away before a ticket can be physically placed on their car.

Transport Minister Rosie Winterton said this was vital because "e some people will drive away very quickly if they see a parking attendant approaching

As I replied elsewhere:

Council employed parking attendants have to affix the notice to the vehicle or give it to the driver.

A police employed traffic warden doesn't and a NIP will be sent in the post to the registered keeper.
There is a very simple way of not getting a ticket. Park properly !. ANYONE that parks ilegally should be fined as it can be very dangerous. Not so long ago some numbnut had parked his car totally on the pavement blocking access for pedestrians. A young mother pushing a pram had to go ont o the road to get passed it. Unfortunately a passing car caught the pram resulting in a mess. The mother who is friend of ours has been seriously affected by the loss of her child.But at least the numbnut saved himself having to walk an extra twenty yards from the layby provided to park cars.It is about time the police or authorities started doing something about these crap, lazy, ignorant, selfish drvers.

What you heard on the news are new rules that will be coming into force, Fines will be graded by seriousness where over staying your ticket time will cost �80 and more serious crime of parking on double yellows will cost up to �120. The cost will be increasing by up to 20% and wardens will not have to put the ticket on the car. these are new rules coming into force so you are not right yet but you will be soon.
Previously some authorities could issue a parking ticket by post if yo prevented the warden from issuing by threat of violence, the warden would need to make a written statement and then the penalty would be sent to the owner of the vehicle.

Some places also already use cctv enforcement of parking restrictions so the sending by post is not entirely a new thing in parking enforcement.
