60's school drama

I can remember seeing a drama on bbc a while back. I cant remember the name but the main charachter had a crush on a busty blonde and his sister was a mute for most of the film. In the final episode they go camping in wales and the main guy runs of in search of blonde girl.

This sounds a little like "The Rotters Club" I think, though that was set in the 70s

The sister did suffer a breakdown of somekind after her boyfriend was killed in one of the Birmingham bombings.
