Criminal damage or not

This clamping company have ignored all my letters and every time I phone I am told, no one in office to talk to me and to put it in writing. I have done a search on this company and they have a number of companies some in liquidation some where the directors ect has all resigned. Should I take legal action against the housing association instead of the clampers? Any advice on where to go from here or a solicitor who you know would help as I have contacted about 8 and none seem to want to know would be a great help.
