One of my neigbours is a motor trader.He has his premises a few miles away.However, sometimes for months on end he leaves several cars on the road(not off road parking) where he lives.One of the neighbours complained that he was causing parking issues, but the Trader  said he didn't care .The cars are all tax/insured.He does not have trade plates nor  does  have for sale signs on the cars.With the latter in mind(so , no evidence of selling ?) , i guess there is very little the council can do ?

why would they be able to prevent someone parking on the road, when it's legal to do so?  how would you feel if the council came along and said you couldnt park there.

our next door neighbours have 3 adult children, and they each have a car as well as their parents each having one.  its no different

Well.............. that is kinda of  what i'm saying -as there is no evidence of him trading from the street.And he could be someone who likes having lots of cars

If they are all legal nowt can be done.

Anyone can park anwhere on the public highway where there are no restrictions as long as the vehicles are, insured and not causing an obstruction.

Can be annoying for residents, though.

If the cars are taxed and insured he has as much right to park there as you do 

Darned annoying though when you can't get parked reasonably near to your own home.

we had that problem: our street was full of people from further out parking all day to use our station. We persuaded the council to introduce a parking scheme - it means residents have to pay to park, but at least it drives away the out-of-towners and would doubtless do the same to traders.

How is he making money if he is parking up cars that are taxed and insured?

The council could introduce a residents' parking scheme - all residences are issued with just one ticket to display, any vehicle not displaying a ticket receives a parking fine. I know several areas where this works.
