If he is 18 then his mother has no right to that money. Tell him to get in touch with DLA and get the money sent to him at your address. You might have to pay a bit more rent but isn't that a small price to pay for your grandson to be happy?
No I dont thinkit would
DLA is personal to the claimer and does not have a rent-help element.

His mother may be claiming carer's allowance for him as since he isnt with her but would be with you, you may be eligible
DLA is not means tested so it will not be taken into consideration for housing benefit.
He needs to get in touch with the DWP and change the bank account that the DLA goes into this is easy he can do it with a phone call.
I assume he has his own bank account? so just change the payment so that it goes into his bank. if he has not got an account then take him to a bank and open one. It is illegal for his Mum to have the cash in her account now he is 18 anyway.
He will need to tell them his new address as well if he moves in with you.
