do uiniversities take the first year (AS) results and then add the second year (A2) results together to get the total of UCAS points?

...it can be gleaned that points are awarded on the achieved grade and if you then progress further in that subject...
"There is no double counting. Certain qualifications within the Tariff build on qualifications in the same subject. In these cases only the qualification with the higher Tariff score will be counted. This principle applies to:
GCE Advanced Subsidiary level and GCE Advanced level"
i.e. the AS points are ignored when completion of the A2 module leads to the award of an A level with its accompanying higher points score.
