You still haven't said HOW he came to be in possession of your car. If you gave him the keys then WHY? If he just took it, report it stolen. Go to the Police anyway, he is not allowed to take your car, even if you are behind on the rent.
call the police, why ask? Whether you owe him 1 or 1,000,000 he cannot remove your car. Its theft
absolutely agree with Spaced. He has no legal right to take your car and this is theft. Any monies that you owe him must be claimed back via a court and can only be taken by an authorised bailiff. I would suggest that you advise him of this and that you will be notifying the policy if he does not return your keys immediately. You should also advise your insurance company that you are not in possession of your keys in case the vehicle is involved in any claim.
furthermore, if you have not signed a lease then he is probably not declaring the rent to the Inland Revenue and so will probably come off a lot worse if you report this to the police.

If there is no lease or written contract then you have effectively been invited to stay in the property and so should not be obliged to pay rent anyway.
