Is the way the arrow pointing on a weathervane the way the wind is blowing TO or FROM please ?

A weathervane arrow points into the wind...ie it shows which direction the wind is blowing from, D.

That may be the way it should work, but is it always the case? After a brief period of no wind, couldn't a sudden gust or some other disturbance turn it so any subsequent wind would have the tale pointing at the source rather than the point?
