Cut it to the ground and keep strimming off any regrowth you will get so fed up with doing this you will dig the roots up eventually or cut off just below the ground and concrete over wher the hedge used to be...

Lock your pets inside, and use a flame thrower!

You may gather Privet is not popular..... The good news is it doesnt run too deep so isn't that hard to dig up that is why nothing grows near it the roots are near the surface and use up all the nutrients,
