The product is called Cutless, which is an American trade name for the pesticide Flurprimodial. The product is used to retard growth of grasses, shrubs and trees. Try asking your local garden centre for Flurprimodial.
Lauradean, I remember using this on our Forsythia years ago. I'm not sure how safe it is for kids/pets/birds & other wildlife. I thought it'd been banned under EC regs. Its still available, and still marketed as CUTLASS, should cost you in the region of 9 for 250 ml. The big stores like Homebase & B & Q don't seem to stock it but my Garden Centre [as Mike says] does. I think it's made by ICI. The only snag is I'm almost positive it's no longer manufactured so when the shops run out that may be it.
