Stripping Wallpaper

Hi all. When removing wallpaper to replace with new is it best to leave the backing paper on the walls or whip it all off and start from scratch? I say the later but my family disagrees.

There could be drawbacks in removing old wallpaper due to the fact that the walls could be in poor condition, thus causing more work and expence.
It depends on how intact (overall) the backing paper is.  If the finishing layer comes off very easy without tearing or damaging the lining paper, then I would leave the lining paper alone.
