Did the rise of authoritarian regimes around the world and the onset of World War II arise primarily from the consequences and unresolved problems produced by World War I, or from other factors?

partly; but partly the world depression, which hit the USA hard although I don't think they had any problems with WW1 unfinished business.
Just a thought but maybe you could do your own research and do your own homework!

Try and get your hands on a copy of 'The Origins of the Second World War' by AJP Taylor. This book is basically the answer to your question, with a few controversial thoughts and observations thrown in.
