What does this actually mean - I know it's in some reference to George Bush. Thanks

George Bush's middle name is Walker and he is called George W. Bush to distinguish him from his father  President George Bush."Dubya" refers to the Texan pronunciation of the letter W.

I understood it to be his pronunciation of the letter W.
It's standard Texan/Midwest pronunciation of "W". It starts grating after a while. Y'all.
Rather childishly the outgoing Democratic administration removed (and hid) all the W keys from keyboards before the Republicans took over. I think they should have swapped the L and the N.

Like in the old VW advert, if you can remember that then that is the accent they are referring to.

I remember Mark and Lard mentioning something about "dubya" on one of their shows, and Mark pointed out that Dubya simply could not pronounce the word "terrorist,"  saying it came out like "Trrr-rrr-ist."  (No vowels).  Lard then added that he also had great difficulty saying the word "squirrell" at which point they fell about laughing at the prospect of Dubya ever having to announce that the USA was under attack from "Trrr-rrr-ist sq-rrr-lls!"

He-he-he, how I laughed (sigh), come back Mark and Lard...

It's a good job he hasn't had to speak about Extra-Terrestrials.
