This salad consists of equal quantities of cooked, diced potatoes and carrots mixed with half the amount of cooked peas and sliced green beans. The vegetables are tossed with mayonnaise and placed on lettuce-lined plates. Traditional garnishes include sliced hard-bolied egg, sliced gherkins and sliced beetroot. This salad is known by which nationality?

I refuse to accept that there's a definitive recipe for any type of salad. There will be many variations. However, the unappetising concoction, which you describe, sounds very much like a fairly standard Russian salad.

This could be the old-fashioned Macedoine or as my FinL called it when in the army in WWII Maconochie.

I resarched the spread (excuse the pun) of the squaddies name and it seemed to be more associated with Kent regiments especially The Buffs.

Anyway I still don't like it as we had to eat it for school dinners in the 1950's. and it does not taste any better with age.
