Whenever i try to make this it is always stodgy, anty ideas how to make it lighter please?

It's meant to be stodgy - that's the point of it.

8ozs Self Raising flour,4ozs Suet add an extra teasp of baking powder.If your making a sweet pudding you can mix the dough with milk instead of water.

If I am making dumplings to bake in the oven I make it slightly sticky.If you are rolling it out to line a pudding basin you need it fairly firm. Some flour takes up more water than others, so there is no exact science. Start with half a teacup of water then add a little more if you need. A golden rule in cookery(you can add,but its harder to take away)
