It is neither. Like mushrooms, it is a fungus.
Wiki says "A truffle is the fruiting body of a subterranean ascomycete fungus, predominantly one of the many species of the genus Tuber. In addition to Tuber, many other genera of fungi are classified as truffles including Geopora, Peziza, Choiromyces, Leucangium, and over a hundred others."

I just tasted one many years ago in France - on it's own - very moreish, but too expensive to make a habit of it.

You can get truffle oil as a flavouring from most supermarkets.

Truffles are used as a flavouring thing in some dishes, you don’t cook and eat them whole..even if you could afford them!
I dislike the flavour of truffles, reminds me of the smell of damp, smelly dishcloths. Or damp soil.
