no. You are not your neighbour's keeper. But if there's a hazard to your property, you might consider reporting it in advance.

This is a UK site so you're unlikely to get an authorative answer to a US problem.

Why don't you just report it to your local Fire Authority, they then can't accuse you of complicity by inaction.

Here's an idea, how about for once minding your own business as you seem to find something to complain about with all your neighbours, family, work colleagues, friends.  You must live a very sad life seeing problems where there are none.  

When I lived in the US we had to get a burning permit, if that is the law where you are then just contact your local fire department. If there is a genuine concern then it will be taken care of but if you live with your parents you might want to talk with them before creating a problem with your/their neighbours

English Law - you may have duties toward your neighbour but stopping him being a damned fool is not one.

there isnt a tort of  complicity by inaction.

There is in French Law: ( Code Napoleon) : La non-assistance à personne en danger est un délit sanctionné par le code pénal (article 223-6 alinéa 2) - o god someone else can translate that

and they are very rare in English criminal law - having to report terrorism er springs to mind (only)

as opposed to having to give an answer when asked ( stabbing, terrorism, explosives) - I think
