Is it possible for someone to take funds out of your bank account if they know the routing and account number for adding funds?

They could set up a direct debit to pay a bill of theirs from your account if they also know your address but they'd have to be particularly stupid to try that as they'll be easily caught.

So, strictly speaking, yes. In reality, not much chance.
