Can anyone help me answer these questions on London and Swansea (they are the same questions for both cities):
1)How was London/Swansea able to grow into a city?
2)What are London/Swansea's main functions today?

1 - politics?
2 - DVLA?
Seems a strange question. Cities tend to form as smaller villages and towns spread and merge into one another. Both London and Swansea are ports so this would have made them important centres.
London started at the lowest point on the Thames where the river could be forded. The city grew up to service those crossing the river from north to south.

Don't know about Swansea.
