It varies so much - but generally you should be able to have a basic understandable conversation when they are 2 -3 yrs old

norman the dog, ha ha i know what you mean!!
my daughters nearly 3 n talks really well but i know a child who is 2 months younger than mine n never says a word just sort of grunts so i reckon it depends on the child. lots of encouragement to get the kid to talk and tell u what they want always helps!
My eldest daughter couldn't talk in an understandable way until she was almost 3...and when she did start it was a full sentence! she is now 16 and still quite quiet. My second child (a boy) could hold a proper conversation by his 2nd birthday and hasn't stopped talking since.

My youngest is now 5 and has the vocabulary of a 3 year old. She has been to speech therapy, and apparently it's just a matter of waiting..lol.
kids are all different,my daughter is 2 and a half and has been speaking in full sentences since she was 19mths now shes like a grown up,you can sit with her for ages and have a god chat.my mates child is nearly 3 and cant talk like my child can,she keeps saying shes worried, but i tell her, they will do it when there ready and not to worry xx
