Are you talking about speed in a sports type of thing boxing, running, swimming, cycling?
Lifting weights wont improve speed. Weight training will improve strength. In training you have to train specific areas of fitness, training like with like for example. So to speed train, you must INTERVAL train. an example of this would be: Sprint 50m, as fast as you can walk 25m sprint 50m, as fast as you can this is training your natural speed ability. Skills and areas of fitness can only be trained and improved. Speed is an ability, and therefore your natural ability can be honed through interval training.
