If you do buy it, make sure you get a proper receipt.
You could 'shop' him after you buy the car. Get the bargain first.
Sorry forgot to add, have you had it HPI checked ?.
Because if it breaks down half a mile from the dealership you can't stop the payment going through. He can deny how much you paid and offer a refund of hundreds less , you can't claim back on visa or mastercard if things go wrong and also he is probably defrauding HMIR by falsifying his profit margins.
If he is small fry he might want to avoid the charges for processing a debit card, it can also take some time to reach his account as actual cash depending upon who provides his card reader. Offer to pay him by BACS, goes through in seconds so is almost instant cash (could be that he is a about short at the moment and is dreading you paying by cheque and the time delay that that involves). He could also have had trouble with previous customers bouncing cheques, etc.
I don't think you pay VAT on second hand goods.

And I meant to add that a cash only deal does not bode well for the long term business of the seller.

I'd steer well clear.

Tax and or creditors are being avoided and consequently there is likely to be little come back if the car turns out to be a pup.

morrigan inland revenue does not exist it is now HMRC or at least it was when I checked my payslip this morning?
