Can anyone tell me what the smallish yellow signs mean - usually fixed to lampposts - with a black H on them with two numbers either side of the vertical line of the H eg upper number 100, lower 2?

I think it Means there is a fire hydrant nearby and the numbers are the coordinates (I think ?)
It is for resting your head and hands on whilst you are counting to 100 in the game of 40-40 in!
I was nearly right

The large number is the diameter of the Water main and the small number is the distance to the Hydrant.
Emeritus is spot on and the pipe diameter is measured in millimetres (eg 100 mm) and the distance in metres (eg 3 metres) that the hydrant plate in the ground is from the sign. The hydrant plate will be a smallish rectangular metal cover which often has "Fire Hydrant" written on it.

Older signs may well have numbers like 4 and 6 in which case the pipe diameter is 4" and it is 6' away from the sign. The plates to these may well have something like the name of the local water company on them (eg BCWW for Belfast City Water Works)
My brother and I used to play a game when we were younger with those signs!

If we passed one in the car I'd say 'Top or bottom?'
If he said bottom and that had the lowest number, i could hit him that many times!!!

Oooh fun times!
