Not sure if this has been asked so asking now.

As we enter into a second wave, Spain and France have seen a significant rise in infection rates. Italy, not so much but early days.

Germany seems to have kept it relatively low and it looks like remaining that way during the 2nd wave too. How have they managed to do this?

Their population is very good at following orders.
Plus they have the ability ( that's if you need such) to produce a plastic bottle , with two cotton buds inside. Past posters have time and time again said its the lack of lab assistants/ facilities, Boris himself admitted last week, they don't have the tests, after seven months? disgraceful.
Yes,I agree with Hopkirk, not the complete reason,but a significant part.
Better management from the top rather than the ‘whack-a-mole’ ditherer that the UK has.

They locked down earlier than the UK, and got their testing trackIng and Tracing working very quickly (it still isn’t up to scratch 6 months later in the UK).

Today Germany has a quarter the number of new cases that the UK has, and a quarter of our total deaths. Their new cases are rising slightly, but not spiking in a second wave like ours are.
If another country is doing it better than we are, then why can't we take on board what's working...and do it too?

The head of the UK Test and Trace is Dido Harding, a Tory Peer, married to a Conservative MP. She was given the job, which was not advertised, despite having no experience at all in Health.
A leak to the Health Service Journal showed she stuffed her senior management was ex-executives from Jaguar Land Rover, Travelex, Waitrose and, inevitably, TalkTalk. Again, all with no Health backgrounds on their CVs.

Boris is rewarding cronyism and giving important jobs his friends regardless of their experience and competence.

Germany is mostly surrounded by other countries, as well, which makes their successes even more impressive.

We have a woman in charge of Test and Trace. It has been far from successful.
Germany has had a Conservative led Government since 2005 with Merkel as leader. The difference with the UK is that Germany elected a strong leader, not a flip flop, lazy arsed opportunist surrounded by dullard thick as sh/t toadies.

Churchill did that for aircraft production 1940 as he realised it was an organisational thing and not a design thing - that has been already done

the problem was that PHE (past proprietor one Paul Cosford: "For ten years I have worked at Public Health England (PHE) and its predecessor, the Health Protection Agency,") was clearly not up to the job. They were asked if they cd get testing up and running and said "God god no" - and four weeks later when asked for progress said "none of course - who is this ringing?"

The answer to the question posed by Tigger lies within the performances of the respective civil services. Ours, alas, once the envy of the World and recognised for its knowledge, pragmatism, impartiality, flexibility, work ethic, dedication to Great Britain, ethical standards, and almost legendary immunity from corruption has become almost a mirror image of all those standards. The Germans simply copied our template when they had access to it's workings after we "joined" the EUSSR. Not long after Bliar trashed our own established and functional ways of doing joined up policy with a concerted and ruinous dumbing down, politicising, and making safe space diversity the prime motive, and rewarded too, for all public sector employees.
Managed it by choosing to delay their infections until later. They like to string out the inconvenience.
My son lives in Germany and from what I can gather they are just doing what we are i.e. wearing masks, social distancing etc.
The difference being that they do as they are told over there!
