What is this bird?

Could anyone identify this bird for me, please? He's been coming to my garden every day for the last couple of weeks.

He's about the size of a pigeon, has a pure white head and tail, body is grey and he has ruffled feathers around his neck. I've never seen any bird quite like him before.

Hi Tilly. We're not far from the coast - 10 miles or so.
From your photo site, it is a Fancy Pigeon. These are domesticated pigeons bred for colour variations

Thanks Milvus. He does look like a cross between a pigeon and a dove (dove's head and tail, pigeon's body).

I've never seen either with ruffled feathers around their neck though. He's very tame, not at all fazed by us.

Surely that has to be some sort of pigeon.
Gosh he's a strange looking pigeon ............ definitely a pigeon though.

He definitely has the look of a pigeon, it's just all the ruffled feathers around his neck that look really strange.

They look more fluffed up than they show in the picture.
Certainly looks like a dove/pigeon in a fancy coat and stole - not sure how that translates into latin though.
