The question states "can use..." so it's not clear to me whether all the available operations must be used or no.

With just 4 number values and 5 operators you'll be hard pushed to formulate an expression.

Well there ate two many operations to be able to use them all.as for bhg's post if your allowed to omit x sign before a bracket you could do
13(5×7+1)
That's less than bhg's though....ignore me
(13x(5+7)/1)! = 4.789143e+273 - can we use factorial?
