No, only at the south one. Similarly, polar bears are found only in the north.

So the reason polar bears do not eat penguins is not because they cant get the wrapper off after all?

There is in fact one penguin that naturally lives in the Northern Hemisphere (just). That is the Galapagos Penguin. All other penguins (apart from myself) live and breed in the Southern Hemisphere. Not all of them live as far south as the Antarctic. Some live in South Africa and some in Australia.
