Is the word "and" self-punctuating?

Can someone please educate me as to whether the word "and" is self-punctuating, i.e. does it need to be preceded by a comma? T.I.A.

No sound on a lot of video sites

Why is it that I get no sound on about 80% of on-line video sites that I try to view? YouTube is one plus some <cough> other ones, too! T.I.A.
