radiators or pump ?

i seem to be having problems with my radiators, the bottom one is cold and the upstairs ones are lukewarm. i have hot water and have tried to bleed them. when i bleed the rads do i stop when it pours...

im having problems with my heating i have hot water but no heat in bottom rad and upstairs only lukewarm. my husband has bled the rads but unsure if we must stop when water pours out or empty them -...
