Anyone know why somwetimes when my pc boots up it shows the normal black and white screen (option to go to BIOS etc) and then windows flag and then blue screen to select my user account, whereas other times the screen remains black until the user account logon screen?

Something is really screwed up with your machine. The only thing I can think of to explain the non-apearance of the black screen (option to go to BIOS etc as you call it) is slow initiation of the monitor. This could be a fault with the monitor or the video card.
