What he means is that your turbinates are enlarged (swollen) probably due to long standing allergy and he is treating this conservatively with decongestants and steroids.
Standard initial treatment which I would support entirely.
If this does the trick, then fine and i think that it may well do BUT if it doesn't, then an operation can be performed which will reduce the size of the turbinates and increase air flow through your nose.
