I've never heard anyone say that. Is it a London kidz thing?
More an internet thing, I think.
it use to be in the street youths used to ask you the time? then it was "have ya 20p to spare"? now it's "have got got a rizzla"? (cig paper) i asked a passing street cop what this seems to be a code for but she didn't have a clue either,think to me its "are you selling"

I'm lost by the last few posts. I thought a Rizla was a cigarette paper. My dad used to use them.
They are and as the Urban dictionary explains above, also a form of currency in prison.
Used by youths on the street it may well mean 'Can I have some money or a cigarette'.
