I watched an episode of BBC's "Caught Red Handed" this morning where a pub owner caught a staff member helping herself to cash from the till, she was caught because the pub had CCTV installed which the pub owner said was now a legal requirement in order to hold a pub licence, I have never heard of this before so is he correct? (the pub was in Accrington)

The Licensing Act is subject to "orders" and this means effectively that the minister can re-write the act.

I am not sure what powers the local licensing authorities have to alter their conditions for local circumstances. I can think of good reasons for 'none' and good reasons for 'some'
