Has this place always been the PMs official residence since it was built. What was the place used for before it was used for this purpose.

Just a house for its first 50 years; the crown acquired it in about 1720 and it was offered by King George to Sir Robert Walpole, the first prime minister.
It's officially the house of the First Lord of the Treasury not the PM's but as the PM is always the FLOT it's an academic point.
Due to the size of their families did the Blairs and Browns not exchange houses a few years ago?
No.11 is more suited to a larger family, but basically both addresses are primarily office blocks aren't they?
