How did people in Russia, Mexico and India take different paths to changing their countries?

Perhaps Mexico would have been better served if Emperor Maximilian had lived and introduced Germanic bureaucracy and discipline to run the country. It would have saved the country a century of civil wars, guerrillas, anti-clericalism and drug lords. It would have stood up to US domination also.
