If anything, it looks rather too small to me. i.e. the bit above the brim seems to be perched on top of his head, rather than being big enough for his head to fit properly inside it:

there was a gentleman of the road in helston last night who looked rather like that. couldn't have been him though as the man i saw was not begging or looking for a handout.
