My mum died recently and was buried in a beautiful countryside cemetry. The family of the deceased in the grave next to mum have had a huge statue of an animal erected and to be truthful it loooks like a cartoon image. Is there any restrictions on what people can put up in churchyards.s

I believe they vary between councils and between parish churches - so you need to talk with the owner of the cemetery.
There is no law about it, the type and design of a memorial allowed is down to the individual cemetry. Churchyard cemetrys are virtually all full now, only people with a strong connection to the church can hope for a churchyard burial. But Churches are a lot more restricted in what is allowed.
There may be or there may not be, as said before, but I'd like you to consider something before you jump into complaining about it.
Even if you personally think it's hideous, this statue is the way a grieving family have chosen to mark the passing of their loved one. Having lost your Mum recently you must be all too aware of what they must be going through, so since it's on their plot and not your Mum's why not have a little compassion and leave well alone and simply erect for your mum whatever you happen to find beautiful ( they may indeed think that is hideous).
Life is too short to go round upsetting people, and if you complain the best you can wish for is that they are upset, the worse case scenario could turn into an all out war, which I'm sure none of you need.
This is not meant to be a disrespectful post but everyone has their own ideas of what's nice and everyone has I think the right to mark their loved ones graves in pretty much anyway they see fit, as long as it doesn't contain offensive symbology etc, and to complain about that would be to really play with fire.
