I think its a racing expression when the horse is winning easily, the jockey has no need to push the horse along, so he drops his hands.

Jockeys sometimes get fined for "dropping thier hands" when horses are beaten, its seen as a sign of not trying to win.

It's from horseracing - being able to win so easily you don't need to use your hands (to jerk the reins, whip the horse etc) so you can literally keep your 'hands down'.
