The above was in a job ad saw other day, my question is is it asking for a cover letter. Not alot is in the ad, in fact nothing is mentioned about the job eg experience in so and so is essential

You should always send a cover letter with a CV.
I would take this to mean apply by wrting a covering letter and attach your CV to it.
I would say they want a covering letter, so just say you would like to apply for the vacancy, and why. Make it short and sweet, your CV will give them all your details

Even in this day and age handwriting can still be used as an initial indicator on an applicants suitability for an interview.
