Recession?
Difficult to pin down exactly. Why are you asking as that might help us give an appropriate answer
Apparently the world is in recession.
The current recession in the UK began in Q2 2008 (May), officially.
The US recession began in Dec 2007.
according to the bbc, the recession became official in january 2009

im likely to go with that drb, jan 2009 seemed a little late in my opinion.
Recession dating is an inexact "science". Most economists agree that a recession is two consecutive quarters of negative GDP growth, which is only apparent more than 6 months after the recession begins (and since GDP figures are frequently revised, the "facts" often change). Economists in the US are uncertain as to whether the recession here is over or not; the exact end date probably will be fixed sometime next year, and may be revised after that!. Not much consolation to the unemployed, in any case.
The question was where, not when.

The answer I assume is in the USA.
The recession in the UK started in the UK. The recession in the US started in the US.

<<The recession in the UK started in the UK. The recession in the US started in the US.>>

Surely they exported it to us?
17th May 2008 at twenty six minutes past three at the aforementioned address in Chelmsford. Most people seem to think it was started by Agnes Delores, however, a number of economists believe it was her sister Edna.
