I am new using this camera.

Had it on TV setting and could increase/decrease shutter speed.

Been practising yesterday with it and changing to all different settings. Have in on TV setting now but shutter speed is showing 15" and it wont go any higher. What have I done wrong?

When camera shutters were mechanical (before the digital of today) the shutter speed had to be very slow (less than 1/25th of a sec.) in order to capture a full TV screen otherwise you got a black band across part of the resulting photo.
I imagine that the digital shutter still has to be slow enough to capture a full TV screen?
Without having the camera in front of me I can't work out what you've done but I suggest that you reset it back to factory default, somewhere in the menu system is the ability to do this but as Canon seem to change the menus on every model I don't know where it is on the 450. Failing that remove the main and backup battery (if there is one) for 30 minutes and it should reset itself.
