What US Presidents, besides Barak Obama, during their tenure in office also made a point of speaking at one time or another to the nation's children about the importance of going to college?

I think it was roosevelt.
I've no reason to think that he spoke to the nation's children about going to college, but I wouldn't be surprised if Eisenhower did so.

The impact of Sputnik and the USA's shock at suddenly finding themselves behind in the space-race caused the Eisnehower administration to invest heavily in science education and generally get behind science/engineering qualifications.
