My neighbour who is a single parent has been in receipt of a discount in their council tax benefit due to their child being in further education. Would he incur any penalties for cancelling the discount now as he is a couple of months late in informing the council that his child has finished education.

He would owe the full rate from the date the child finished education. So he would have underpaid slighhtly for two months. If he has underpaid the local authority will expect the amount due to be paid, no extras should be added. If you contact them to discuss it they may acceot a payment arrangement if needed.
They usually adjust your remaining payments to cover this.
