Not really, just 'phone the Council.

As soon as my OH came to live with me, and started using this address, the council picked it up immediately and sent me the bill for the extra 25%. I didn't have time to update my records, it just happened!

i know the other persons name is on a different property/council tax where he hasnt lived for over 9 months.
Boxtop’s answer supposes that local council’s know what they are doing (they do not).

More likely, either of their ex’s grassed them up, or one or their supposed friends.
When I was a postman, I was amazed at the amount of single persons discounts I delivered to houses where I knew it wasn't so. BTW, I knew because I was claiming and recognised the letters, not cos I was opening them
Just tell the council what you know, or what you think you know. They'll do the rest. Their people know exactly what they're looking for.
Nope hymie, no exes involved, but I guess you never can tell. I am pretty sure it was because OH had to sign on when he first moved in - the benefits system and the council just put two and two together.
I find it very disturbing that the postman is scrutinising the mail.
boxtops - the benefit people would have informed the council tax people automatically of a change in circumstances.

chas - if you do report this it may be some time before the situation is resolved, the council tax people need to collect evidence that there is wrongdoing going on - is wrongdoing a real word?
The other person might well be on against another property.
I have a friend who has several houses .. her name is on all of them, but she only lives in one at a time .. and pays loads as Council Tax. I certainly don't argue if she wants to live with a boyfriend for a while who is claiming SP discount. Nor should you.
The world has enough busy-bodies. Leave them alone!
wolfy, that's what I thought - but I wasn't on benefits, it was my circumstances which had changed when OH moved in. Saved me the trouble of a stamp, though ;-)

the other person is also claiming disability benefit using the address he is supposed to be at, which he isnt
Is this person, by any chance, an MP?
disability benefit is not paid to an address, it's paid to a person, so it shouldn't matter where you live, if you are entitled to it you'll get it.
Phone the council
This is hardly any of your business.
HC you would find it more worrying if a postman did not scrutinize the mail and put it all in the wrong house. The letters are sent in a bulk posting. I got my mail while at work. Ergo, when I was delivering I recognised the same letters going to places I knew were not single occupancy.
The postman needs only to look at the name and address on the envelope.
