Council Tax Query.

I am currently living in a small flat (rented), and the council tax is Band C (I pay �95 pm with the single person discount off). However, I am in the process of buying my first house (a 3-bed semi - 2 and a study actually -) which is band A council tax. I can't help feeling I've been diddled for the last two years. Do I have any redress at all? Can I ask the council to re-assess the flat for council tax? I have lived there for over two years now.
